Position Summary:

The Division of Finance and Administration (DFA) provides services and support to over 50,000 students, faculty, and staff with the mission of advancing UCI’s brilliant future and the vision of becoming world-class campus partners. DFA serves the university as planning partners, problem solvers, and solution providers—striving to make it as easy as possible for people to get the services they need, when they need them. The Budget Office serves as a planning resource for campus leadership and all UCI units, providing analysis, reporting, financial modeling, and advice on fiscal policies and procedures. Functions include base budget, staffing, fund management, student fee oversight, and campus budget allocations.

Under general direction of the Assistant Vice Chancellor of Budget, establishes operational objectives and work plans, and delegates assignments to subordinate managers. Objectives are reviewed by senior management to determine success of operation. Manages, prepares, administers, and directs control of budget / organizational resources, including development and oversight of the general campus budget, coordination with the AVC on academic resource budgeting and planning matters, and reporting and tracking of budget to actuals for all campus units. Manages the activities of the financial analyst staff. Reviews and approves recommendations for financial planning and control. Directs activities that ensure division and department adherence to approved budget. Involved in developing, modifying, and executing policies that affect immediate operation(s) and may also have organization-wide effect. Erroneous decisions or failure to achieve goals results in additional costs and personnel, and serious delays in overall schedules. As a senior level administrator, manages diverse budget functions, including, but not limited to, campus reserve funds, auxiliary enterprises, institutional support activities, permanent budget and staffing lists, and strategies for budgeting, tracking, and maintaining a healthy and sustainable fiscal plan. The position also involves close collaboration and coordination with the DFA Financial Team with regard to short- and long-range financial planning, cash management strategies, debt management, budgeting for capital projects, and alignment of budget strategies with the overall campus financial plan.

Required:

• 8 years of relevant work experiences; or 10 years of related experience

• Advanced degree in related area and / or equivalent experience / training.

Client services oriented; good listening, critical thinking and analytical skills. More than 8 years of advanced experience with budget and financial management systems in large or complex organizations. Demonstrated experience analyzing complex resource issues, including interpreting/applying applicable laws, policies, procedures and regulations. Extensive knowledge of financial policies, practices and systems; budgeting and reporting techniques; fund accounting; human resource planning; accounting and bookkeeping. Strong ability to effectively communicate verbally and in writing. Demonstrated experience conceiving, developing, implementing, and maintaining information to support senior management decision making. Ability to evaluate processes to establish and maintain appropriate accountability structures and strong internal control elements, including the ability to maintain confidentiality and security of records and documents. Demonstrated negotiation skills applied with tact and diplomacy. Ability to multi-task, prioritize, and demonstrate sound judgement. Demonstrated interpersonal skills and ability to work effectively across the organization at all levels; ability to interact with diverse populations. Advanced skills and experiences analyzing diversified business functions and fund types. Strong ability to interpret data, identify trends, develop recommendations, and convey findings in a comprehensive manner to all levels of management. Demonstrated ability to provide leadership and direction on financial and budgetary matters involving complex departments, programs, and operating units.Skill to optimize efficiency and minimize duplication of effort. Skill to supervise staff including delegating responsibility, training and developing talent, and evaluating performance.

Preferred:

MBA

• Certified Public Accountant (CPA) credentials and experience

Knowledge of University of California’s organization, policies, procedures and regulations. Experience with budgets and finances for clinical and research medical programs. Experience with the UC budget process. Experience working in a higher education environment.

Special Conditions Required:

• Must have a valid California driver’s license and participate in the DMV Pull Program.
