Job Description:

• Direct supervision of up to 12 employees. 


• Responsible for the procurement of subcontracts including the management of cost, schedule and performance parameters.


• Implement sourcing strategies, assesses supplier risk (including financial) and develops mitigation plans.


• Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services.


• Prepares bid packages, conducts bidders' conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts.


• Negotiates and coordinates additions, deletions, or modifications to subcontracts.


• Participates with contracts administration and purchasing to develop subcontract policies and procedures.


• Select methods, techniques and evaluation criteria for achieving goals and objectives.


• Signs supplier agreements and purchase orders within established authority


• Communicates within and outside of organization to explain and influence changes to policies, practices, or approaches.


• Makes significant improvements in processes, systems, or products.


• Establishes short-term operational plans with measurable contribution to function or business area results.

Essential Functions:

• Define and manage strategic agreements for growing business area.


• Develop growth strategy for function in alignment with business objectives.


• Provide subject matter consult for all subcontracting matters.


• Communicate effectively with a wide array of professional levels and functions.


• Manage program budgets and explain variances in monthly performance.


• Navigate FAR regulations and internal procedures for compliance.


• Implement strategies to increase productivity and drive cost savings.

Qualifications:

• Bachelor’s Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience


• Previous Manager experience with Subcontracts

Preferred Additional Skills:

• Experience with cost plus subcontracting.


• Experience with leadership of teams of 10 or more.


• Knowledge and understanding of FAR and DFARs.


• 
  Demonstrated proficiency in negotiating complex subcontracts of $1M or greater.
